From Colonial Secretary to the Commanding Royal Engineer.

Hongkong, 28th August, 1903.
With reference to the last paragraph of your letter No.76/174/0 of the 17th instant, I am directed to inform you that the Government is unable to make the grant till next year, as the sum will be provided in the 1904 Estimates and submitted to the Secretary of State for approval. The work cannot be begun until the Estimates are passed, which will be about the end of this year.
